The cyber domain is experiencing significant changes that present both unique opportunities and major challenges for its users. These challenges stem from malicious actors and various security vulnerabilities within cyberspace. To navigate these complexities, a comprehensive understanding of the cyber domain is essential. A group of experts discusses critical issues across five areas. The first section lays a foundational overview, identifying key policy issues, establishing a common vocabulary, and proposing an initial theory of cyberpower. The second section forecasts potential changes in cyberspace over the next fifteen years, assessing cyber infrastructure and security challenges. The third section analyzes how these changes may impact military and informational power. The fourth section explores how changes in cyberspace can empower entities like transnational criminals, terrorists, and nation-states. The final section addresses institutional factors, including governance, legal issues, critical infrastructure protection, and organizational aspects. This work frames essential issues and raises important questions about building human capacity to tackle cyber challenges, balancing civil liberties with national security, and fostering international partnerships. With contributions from over two dozen experts, it provides a comprehensive examination of the cyber landscape.
