The Third International Mathematics and Science Study (TIMSS) assessed the quality of mathematics and science education across 45 countries through tests and questionnaires targeting three student populations. This technical report volume emphasizes study design and development, detailing a collaborative approach to instrument creation and research procedures. Each chapter tackles a key developmental issue, with future volumes set to cover TIMSS implementation and analysis. Chapters include: (1) an overview of TIMSS; (2) the development of achievement tests; (3) test design; (4) sample design; (5) context questionnaire development; (6) performance assessment design; (7) scoring techniques; (8) translation and cultural adaptation of survey instruments; (9) field operations; (10) training for scoring and performance assessment administration; and (11) quality assurance procedures. Additionally, three appendixes provide acknowledgments, TIMSS test blueprints, and survey operations forms. The volume features 13 figures, 71 tables, and 8 appendix tables, contributing to a comprehensive understanding of the study's framework and methodologies.
