When a representative of the Klingon Empire arrives on Deep Sapce Nine offering Commander Sisko protection in the forthcoming war between the Klingons and the Cardassians, the commander is stunned by the news. It is the first time he has heard about any conflict. A klingon Warbird has been destroyed and having picked up the dying ship's final distress call, the Klingons know for certain that it was the victim of an unprovoked Cardassian attack - something the Cardassians vehemently deny. It is all that Sisko can do to keep the two sides apart while the Federation sends a special envoy to mediate. But then the ship bringing the Envoy Tal Berrel is destroyed within sight of DS9, and with Tal Berelos death all hope seems gone.
