Local politics are entangled with a secret society of heroin dealers and a doomsday cult from the Dominican Republic. Meanwhile, cab driver Leonardo Santoro becomes his only ally, and Brown University student Eli Silverman investigates Lucian's enigmatic history, intertwining their fates in a tense political landscape.
