W zbiorze przygotowanym przez grono badaczy i dydaktyków Wydziału Prawa i Administracji Uniwersytetu Warszawskiego zgromadzone zostały akty prawne z historii administracji państwa polskiego oraz takich państw, jak: Austria, Prusy i Niemcy, Rosja i ZSRR, Francja, Anglia i Stany Zjednoczone, których prawodawstwo miało istotny wpływ na prawo państwowe i rozwiązania administracyjnoprawne obowiązujące na ziemiach polskich.
