Es handelt sich um die schärfste zeitgenössische Abrechnung mit dem Kaiser und dem Wilhelminischen Deutschland, umfassender und radikaler als die Polemiken Maximilian Hardens und der bekannte „Caligula“ von Ludwig Quidde. Behandelt werden u. a. die zahlreichen Entgleisungen des Kaisers, die mörderische Disziplin in der preußischen Armee, die Willkür von Polizei und Bürokratie, die diskriminierende Klassenjustiz, die Internierung missliebiger Menschen in Irrenhäusern, die Korruption der Beamten und nicht zuletzt die ungeschickte Außenpolitik.
