In einer Zeit intensivierter Reformpolitik in der Mitte des 19. Jahrhunderts begann sich die osmanische Bürokratie von den ethnischen und religiösen Gruppen des Reiches einen neuen Begriff zu machen. Die traditionelle osmanische Auffassung von einem ewigen Kreislauf des Verlustes und der Wiederherstellung von Ordnung verengte und radikalisierte sich: Die osmanischen Untertanen sollten „modernisiert“ und „zivilisiert“ werden. Der Vergleich der osmanischen Politik in Nordalbanien mit derjenigen in einer arabischen Region (Libanongebirge) trägt nicht zuletzt zur Überwindung der durch nationalistische Vorbehalte bedingten regionalen Zersplitterung in der osmanistischen Forschung bei.
