Key questions arise regarding the preparedness of regional and external nations to address these challenges, the capabilities of their navies to adapt to the evolving security landscape, and the potential for international cooperation. An international team of experts, led by the Asia Strategic Institute Hong Kong and the Institute of International Relations at the German Federal Armed Forces University in Munich, tackles these pressing issues in this joint study.
