This study focuses on structuring decision problems related to biofuels feedstocks and production, incorporating mathematical theory to develop a decision framework for addressing real-world sustainability and optimization questions. The methodological approach presented can aid decision makers in navigating complex multi-criteria problems. Over the past three decades, biofuels have gained prominence as a renewable energy source, supported by various US government policies aimed at enhancing production and consumption. This momentum is driven by the economic, environmental, and social benefits of biofuels, such as ensuring food security, reducing greenhouse gas emissions, and supporting rural communities. Currently, biofuels policy significantly influences the fuel market, with growing support through tax credits, subsidies, and loans designed to meet sustainability standards and promote environmental improvement. Most evaluations of biofuels policy emphasize tangible economic criteria like production prices and market stability. However, many economic, environmental, and social objectives remain intangible and challenging to quantify using standard econometric methods. These methods often fall short in assessing the relative importance of various objectives and the relationships between policy options, particularly given the current limitations in data availability on biofuels feedstocks.
