For nearly a decade, the international community has supported Afghanistan's reconstruction while opposing the Taliban's return to power. Despite improvements, a resurgence of the Taliban has occurred, leading to increased fighting without a clear military victor. Many Afghans desire a negotiated end to the conflict, raising the question of whether the current military stalemate can facilitate a political resolution. An international task force, led by ambassadors Lakhdar Brahimi and Thomas R. Pickering, recommends a political approach to ending the war. They assert that peace is achievable if Afghans and international stakeholders can bridge their divisions and engage in serious negotiations. The report identifies key issues for any peace settlement, including power division, political order, the role of Islam, human rights, economic development, and the suppression of terrorism and narcotics. It also outlines specific steps to initiate a political process aimed at achieving a negotiated settlement. The task force emphasizes that a complex, multi-tiered negotiating framework will be crucial for a durable compromise, and stresses the urgency of starting this political process now.
