She focuses on national differences with regard to the outsourcing of military services to private companies, and the specific consequences of these differences for the democratic control over the legitimate use of armed force.
In their efforts to stabilize Afghanistan, international actors have collaborated with private security companies, the Afghan Public Protection Force, militias and auxiliary police forces. But it has become ever clearer that the creation, training and financing of such ‘force multipliers’ can have serious negative consequences for the local population, ranging from civilian casualties to economic exploitation. Problems with vetting, regulation, command, control and prosecution have highlighted the dangers inherent in the proliferation of pro-government armed groups. The authors of this report conclude that the Afghan population would be better served by concentrating international resources on creating effective and accountable Afghan military and police forces instead of supporting irregular armed groups.

Auch Deutschland vergibt zunehmend Aufträge an private Sicherheitsfirmen bei zivilen, polizeilichen und militärischen Auslandseinsätzen. Die Bundesregierung will damit Kosten sparen, die Effektivität von Auslandseinsätzen steigern und die Bundeswehr entlasten. Doch diese Praxis ist riskant. Elke Krahmann und Cornelius Friesendorf zeigen anhand vieler Beispiele, dass die Privatisierung von Sicherheitsdienstleistungen nicht ausreichend demokratisch kontrolliert ist, in Einsatzländern zu mehr Unsicherheit führen und die Legitimität internationaler Vertreter und Institutionen des Gastlandes gefährden kann. Sie fordern eine öffentliche Debatte über Vor- und Nachteile des Einsatzes von Sicherheitsfirmen sowie neue Gesetze, um Firmen zu kontrollieren und Rechtssicherheit zu schaffen.
