Monitoring and evaluation in development cooperation have become crucial for enhancing aid effectiveness. However, aligning result measurement with local needs and collaboration among actors remains challenging. This paper analyzes German development cooperation's efforts, revealing a lack of a comprehensive results-based management system and quality issues in data collection. Recommendations for reform are provided.

This study explores the role of indicators in development cooperation at three organisational levels: the agency level, the country level and the programme/project level. Best practices are identified and recommendations given on how to mitigate risks associated with the use of indicators.
Development actors have started implementing results-based approaches, but little attention has been paid to the potential advantages and disadvantages of the specific indicators that are used. The paper analyses the indicators of five pilots programmes in education.
