Jeho diela pre seriál často skúmali morálne dilemy s postavami bez jasného rozdelenia na dobro a zlo, často s ľavicovým politickým podtextom. Hulke je autorom ôsmich príbehov pre Pán času a je známy aj tým, že vytvoril rasu Silurianov, ktorá sa v seriáli objavuje dodnes. Okrem písania pre televíziu sa venoval aj novelizáciám televíznych scenárov.
Unknown to the Doctor and his colleagues, the work at the centre has woken a group of Silurians - intelligent reptiles that used to be the dominant life form on Earth in prehistoric times. While the Doctor works to discover who or what is bringing the dinosaurs to London, Sarah finds herself trapped on a spaceship that left Earth months ago travelling to a new world...
