This investigation proposes a reflexive, analytical approach to understanding "democracy" as an object of EU/European governance. Drawing on the social theories of Michel Foucault, author Laura Pantzerhielm contrasts contemporary democracy to classical 19th century liberalism. In doing so, this study points to the instability of contemporary dominant perceptions of "democracy" as a stable European norm and underlines democracy's intimate relation with power.
