The paper critically analyzes the effectiveness of budget support as an aid instrument, focusing on its strengths and weaknesses in donor harmonization, ownership, and accountability. It contextualizes the rise of program-based approaches and evaluates the Multi Donor Budget Support in Ghana through a field study. The central argument posits that budget support can be effective if inherent issues are addressed. The findings suggest that Ghana's approach exemplifies the principles of the Paris Declaration on Aid Effectiveness, offering valuable insights for improving policy dialogue and accountability.
