Examining the bureaucratic organization of UN peacekeeping missions, this paper investigates how misunderstandings within bureaucracy can contribute to mission failures, specifically in the context of Srebrenica. It analyzes the risks associated with discrepancies between bureaucratic perceptions and ground realities, and questions whether bureaucratic obstacles hinder mission success. Additionally, it explores the possibility that a more adaptable interpretation of bureaucratic rules could have prevented the Srebrenica massacre, highlighting the critical role of effective communication and flexibility in peacekeeping operations.
