Examining the New Zealand state-funded science system reform, this study highlights the distinction between running an entity as a business and in a businesslike manner. It analyzes the establishment of nine limited liability companies meant to advance scientific research, focusing on the metaphor of "The Crown Research Institutes are businesses." Through legislative processes and early reports, the research reveals complexities in the institutional environment and the implications of metaphor usage, providing fresh insights for students of public policy and organizational sociology.
