The study examines the European Union's strategy of linking membership offers to democratic reforms in the Western Balkans, particularly focusing on compliance with the International Criminal Tribunal for the former Yugoslavia and the Dayton Peace Accord. Despite the appeal of EU membership for both political leaders and the public in the region, inconsistencies in meeting these conditions challenge the EU's effectiveness in promoting rule transfer and norm diffusion during the current enlargement process, presenting a significant puzzle for scholars of international relations.
