Set against the backdrop of summer 1914, the story follows New York City Police captain Tom Tunney, who is consumed by local gang rivalries. Unbeknownst to him, a significant threat is emerging internationally as Germany prepares for war. The German ambassador to the U.S. embarks on a covert mission to recruit and fund saboteurs aimed at destabilizing America before it can join the Allies, intertwining Tunney's world with a larger geopolitical conflict.
