Dory is with the Office of the Secretary of Defense. During a recent assignment at the Center for Strategic and International Studies (CSIS), she established the Civil Security Working Group, bringing together participants from the government and nongovernment, academic, and private sector communities to examine issues relating to the role of individual Americans in homeland security. She reports findings and recommendations based on nine panel discussions conducted by the Working Group between November 2002 and 2003, focusing on four components of an integrated civil security risk psychology, preparedness, warning systems, and protective actions.
