Set against the backdrop of a conference disrupted by a storm, three policy experts navigate a complex landscape of power dynamics and personal agendas. One expert is briefly held for ransom, while another, a controversial ex-Yugoslav, proposes infiltrating bureaucracies but fails. Melinda, the most connected and adventurous among them, leads the group in exploring strategies to gain influence amid global crises in the US and China. Inspired by a young explorer and an academic, they ultimately focus on a strategic incursion into Southern China to secure power in a restructured political environment.
