While seeking a cure for insomnia, a biogenetics engineer-scientist, Doctor Michael Johnson, accidentally discovers the perfect humane chemical weapon. His subsequent methods of introducing the new weapon to the world produces a major upheaval in crime and law enforcement around the planet.
