Some poor sap has to report on how the Ochirans are settling in on their new world somewhere out in the back end of the galaxy.Unless she can find out what's supposed to be so exceptional aboutthem, who else is interested? Theirs is only a Grade 1 Civilisation, little better than barbarians! They're certainly new to technology, and without League of Planetsprotection they would be easy meat. Little does anyone suspect that the League's vigilance has already failed. The fanatical True Believers have escaped from the prison planet, Alcatraz, and are looking for a base. Isolated, technically primitive new Ochira looks ideal. Yet Cait's plight turns into a labour of love as she makes Ochirans' struggle her own. Together they show the invaders and then the whole galaxy, what kind of people the Ochirans are.
