Focusing on the evolution of electoral rules in post-communist Southeast Europe, this research explores their impact on democratization. It examines how the choice of electoral systems reflects various processes and motivations behind electoral reforms. By analyzing reformed legislation and the actions of electoral actors, the study reveals that political leaders frequently undermine the democratic intent of electoral norms, often favoring the establishment of electoral majorities during regime changes.
