      This Brief explores the translation of global environmental norms within local contexts in France, examining how these norms move vertically across governance levels, from global to local. It investigates the reinterpretation of global environmental norms by local actors and their adaptation to specific local situations. The analysis includes three detailed case studies involving multi-stakeholder environmental governance: the Cerbère-Banyuls Marine Nature Reserve, the Thau Fisheries Local Action Group (FLAG), and the Biovallée biodistrict. In each case, the author evaluates how twilight norms are employed to shape a local discourse focused on environmental conservation and sustainability. By integrating concepts from norm localization literature with those related to norm-based institutional change, this Brief offers fresh insights into the dynamic nature of norm translation.
