This paper analyzes the German government's efforts at both the federal and state levels to translate the 2030 Agenda for Sustainable Development into actionable policies. It employs the concept of “policy coherence for sustainable development” (PCSD) to evaluate the country’s performance in promoting sustainable development domestically and internationally. PCSD, highlighted in SDG 17.3, emphasizes integrated decision-making as a key mechanism for implementing the transformative agenda. In Germany, federal ministries operate with a degree of independence, limiting the Chancellery's ability to unify them effectively. Coordination between federal and state levels presents additional challenges. Therefore, Germany must strike a balance between leveraging the transformative potential of the 2030 Agenda and addressing the unique governance dynamics of being a large federal republic. Achieving the agenda’s objectives necessitates capitalizing on established institutional processes while also introducing new reforms. The federal government must foster a “top-down” approach within its authority while actively promoting “bottom-up” initiatives from states, cities, local communities, and various societal actors to ensure comprehensive engagement in sustainable development efforts.

Abstract: "The object of the present report was not to look more closely into the interfaces between the Rio conventions but to weigh the benefits of international cooperation based on conventions against other forms (e.g. bilateral development cooperation). The most important approach of bi- and multilateral development cooperation in the forest sector consists in national forest programs (NFPs), which are designed to achieve an integrated, interministerial course of action on sustainable forest management and forest protection in developing countries. Analysis of the NFPs has shown that the most important bottlenecks to their implementation must be sought in the inherent difficulties of integrated action. A forest convention could help to eliminate these bottlenecks, as is shown by the experiences made in connection with other convention processes, where slow progress is being made with integrated action." Abstract: Vor dem Hintergrund der bestehenden Konventionen für den Klimaschutz, die Erhaltung der Biodiversität und die Desertifikationsbekämpfung beschäftigt sich der Beitrag mit der Verrechtlichung der internationalen Waldpolitik und möglichen Optionen. Im Zentrum der Auseinandersetzung um ein völkerrechtlich verbindliches Instrument steht die Frage, inwiefern ein solches Instrument einen entscheidenden Beitrag für den Schutz und die nachhaltige Bewirtschaftung von Wäldern leisten kann. Dazu wird in einem ersten Schritt ein kurzer Überblick über die Ursachen und Folgen von Prozessen der Degradierung und Zerstörung von Wäldern gegeben.
