Unlike private-sector negotiations, these starting prices do not hinder entry into public procurement. The study demonstrates a linear correlation between the numerical precision of starting prices and improved performance, leading to a higher number of bids. Suppliers view precise starting prices as more credible, which diminishes their perceived entry risks, fostering a more competitive environment.
