It highlights the shift from rationalism to emotional engagement in public discourse, addressing critical issues like infant mortality and the societal treatment of young women. The author examines the impact of female reformers who created networks of voluntary organizations, influencing the development of the American welfare state and shaping government support for maternal and child welfare.
