The thesis investigates the Colombian government's reluctance to ratify the Kyoto agreement and its 1999 amendments, focusing on customs regulation harmonization and environmental management. It highlights the government's failure to comply with international treaties, particularly concerning the recognition of foreign degrees from countries with free trade agreements. Findings reveal a lack of clarity in the application of these international agreements, which hampers both national citizens and international investors in navigating procedures and gaining validity under international regulations.
