The book examines the comparative performance of Dois Vizinhos and Palmas, two municipalities in Paraná, in implementing community-participatory health policies through Management Councils. It tests Robert Putnam's Civism theory on a local scale and investigates the varying success of these governments in policy execution. The findings highlight that differences in outcomes stem from the civic nature of each community's social and political life, emphasizing the role of political culture in shaping citizens' perceptions of their governments and institutions.
