Special Education, The Commentary: Definitions, Clarifications, and Purposes

This book is a resource for parents, lay advocates, educators,administrators, attorneys, and other people with an interest in special education. It summarizes the U.S. Department of Education's definitions and clarifications of many of the words, terms, and phrases in its implementing regulations for the Individuals with Disabilties Education Act of 2004, as published in the Federal Register on August 4, 2006 as the Analysis of Comments (the "Commentary"). Some courts have used the Commentary to support their decisions.
