In 1961, Holm O. Bursum III led a group of Young Republicans (YRs) into a close partnership with the senior wing of their party. Coming from a family of public servants, Bursum became a protege of Republican Governor Edwin L. Mechem, who had achieved remarkable political success in New Mexico despite the GOP's minority status. Bursum aimed to establish active clubs statewide, including in predominantly Democratic areas, assist the senior party in fundraising and campaigning, and encourage young candidates to seek public office. His efforts fostered relationships with fellow Young Republicans like Hoyt Pattison, Richard Cheney, and Colin McMillan, who later became state legislators and leaders. Over five years, Bursum built strong national connections, catching the attention of Young Republican National Federation leaders, including Leonard Nadasdy, and attending a North Atlantic Conference of Young Political Leaders at Oxford in 1965. By 1968, the GOP's fortunes in New Mexico shifted, gaining access to state offices and congressional seats. Bursum's initiatives complemented those of fellow Young Republican David Cargo, whose efforts in reapportionment and districting advanced the one-person, one-vote principle. From 1968 onward, New Mexico's two-party system strengthened, benefiting both parties and the government.
