Describe the responsibility of the Public Prosecutor's Office when it does not comply with the regulations at the time of determining the participation of a subject in a criminal offence. When it does not really specify the action carried out in the materialisation of a crime; it does not clearly determine the circumstances of time, place and hour, in the execution of the punishable offence. And it does not specify which are the real elements of conviction that I consider important, to frame the criminal type.
