During a 65-year working life in various kinds of local public services (Environmental, Local Councils, etc.) and past graduate studies in administrative and management, Malcolm Plumb has acquired extensive managerial and organisational experience in a wide range of Local Government Bodies. This experience includes both the good and the bad, as well as direct contact with electors, over the span of his employment history. This includes determining "spoilt" ballot papers, counting, statistical returns for votes cast, and percentage of "non-voters". It also includes monitoring compliance with the Councillors Code of Conduct both during elections and afterwards.
