Link is sixteen and homeless. Streetwise Ginger, also homeless, befriends Link and shows him how to survive on the streets of London. Then Ginger disappears without a trace and Link is desperate. Meanwhile, a man who calls himself Shelter, a former army sergeant, walks the streets of London in search of "recruits" for a very special army of his own. Who will be his next victim?
