Der Planer muss die Luftdichtheitsschicht definieren: Einerseits muss er konkret festlegen, wo die Luftdichtheitsschicht in der Konstruktion verläuft und aus welchem Material sie gebildet wird, andererseits muss er bei der Planung Durchdringungen und Anschlüsse der Luftdichtheitsschicht berücksichtigen. Ziel ist es, die Luftdichtheitsschicht so wenig wie möglich zu durchdringen. Sollten Durchdringungen nicht vermeidbar sein, ist der Planer gehalten, sie so zu planen, dass dem ausführenden Handwerker genügend Platz zur Verfügung steht, um eine Abdichtung anbringen zu können. Jeder Anschluss und jede Durchdringung sollte mit Arbeitsanweisungen beschrieben werden, um der Improvisation am Bau vorzubeugen.
