America, having won the Cold War, faces new threats from terrorists. After Admiral Hardcastle warns of vulnerabilities, chaos ensues. Henri Cazaux, a psychopathic Belgian ex-special Forces soldier, seeks revenge on the U.S. Following a failed arms exchange, he escapes a federal raid and bombs a military airfield and San Francisco International Airport, parachuting to safety. Encouraged by his financial manager, he targets companies at airports, profiting from stock declines and options in transportation sectors. Memphis International is devastated by explosives dropped from a cargo plane, resulting in significant casualties and the destruction of a major shipping company's headquarters. In response, the President authorizes Admiral Hardcastle to deploy military defenses at airports nationwide, including Patriot missile batteries and round-the-clock air defense. After a thwarted attack on Dallas-Fort Worth International and a tragic incident involving a downed news crew, the President cautiously eases civil emergency measures. A tip-off leads to a raid on Cazaux's hideout, but he escapes, planning an assault on Washington, D.C. Disguised as Air Force One, his forces disable local air defenses before launching a suicide attack on the Capitol.
